Claims-Based Unemployment Rate How much lower would the Michigan jobless rate be if unemployment insurance recipients were the only persons counted as unemployed? To answer this question, a U.I. Claims-Based Unemployment Rate can be calculated using administrative statistics from the Unemployment Agency.
As expected, this alternative calculation would show a much lower rate than the actual, published unemployment rate. This is because of the many categories of unemployed outlined above that meet the official definition of unemployment but do not qualify for U.I. benefits.

As Figure 4 demonstrates, counting only U.I. claimants as unemployed would drop the jobless rate by an average of 3.7 percentage points below the current methodology. This difference would widen in the summer months and narrow inthe winter months. |
